Advantages and disadvantages of outsourcing the internal audit functions

Advantages and disadvantages of outsourcing the internal audit functions Internal auditing is an appraisal or monitoring activity established within an entity as a service to the entity. It functions are, among other things, examining, evaluating and reporting to the management and the directors on the adequacy and effectiveness of components of the accounting and internal control systems. An internal audit department in an organization is set by the management or appointed by the board of directors to whom it is answerable. It is headed by the chief internal auditor assisted by the internal audit staff to help cater for the following: To ensure that the business is operating in an efficient and orderly manner. Ensure adherence to management policies. Safeguard the fixed assets of the company and control the current assets. Determine the accuracy and reliability of the company records and accounts. Ensure adherence to companys statutory requirements. Reasons for internal audit function Due to increase in business size, which has reduced the efficiency of the management to have full control of the business, it has become increasingly important for large businesses to have an internal audit function. There is need for improved controls in large companies with branches/subsidiaries as it is hard for the management to supervise such companies. Dynamism in business due to economic, social and technical environment all call for change in the management attitudes and constant appraisal for a change. Responsibilities Regularly examine the accounts to determine their accuracy and reliability. Independent appraisal of the business activities to determine their reliance, accuracy and completeness. Review the company policies, operations and procedures to agree with expectations and standards. Establish and programme adequate accounting system and effective forms of control. Report to management regularly in respect to ICS, e.g., adequacy of staff and development of computerized systems. Act as a consulting department to other user departments e.g. sales, accounting, purchases etc. Provide advice to the management in respect to the changes in the economy and their changes in economy and their changes impact on the industry where the client business does operate. Prepare and present the companys budget. Supervise the progress of the company. Other services to the management. Communication between staff and management Coming up with staff welfare strategies e.g. staff promotion circles for the client. Advantages of internal audit Facilitate the achievement of company policies such as budget targets etc. Enhances the presence of a strong internal control system. Acts as a preventive measure against errors and fraud through constant checking of accounts. Enables external audit to be completed in time i.e. with strong internal control system external auditor will rely on an internal auditors work. Ensures that the company assets are safeguarded against misuse or theft by dishonest employees. Being an employee of the company, an internal auditor is more knowledgeable with the problems facing the company which he will try to solve by advising the party responsible for the proper management of the company. Internal audit ensures compliance with statutory requirements within the organization. Internal audit ensures as far as possible the completeness and accuracy of the records. Disadvantages of having internal audit Over reliance by the management will make the staff take advantage of perpetrating frauds. It is ideal for large companies as it may be very expensive to maintain and thus unaffordable by small companies. Lack of support by management kills the morale and ability to perform its duties effectively. Internal audit reports may be misleading because they do not have liability to the owners of financial statements. Internal auditors may collude with staff leading to misappropriation of resources. Outsourcing the internal audit functions This is the process whereby the management purchases the services of auditing from outside. This is because monitoring and reviewing required by certain companies could be done in a small amount of time and full time employees cannot be justified or it may be expensive to maintain an internal audit function consisting of employees. Advantages Service providers have good quality staff i.e. have specialized skill and assess what management wants them to do. Also they have a high degree of professionalism since the service providers are trained in many areas enhancing the quality of advice to the management on best practices. Outsourcing can provide an immediate audit department instead of employing audit staff thereby cutting costs e.g. salaries to the employees, benefits and allowances. Outsourcing enhances independence and there is minimal room for collision thereby giving value added reports i.e. there is real value for money. Outsourcing enhances the auditor in understanding the business environment policies and procedures thereby increasing the credibility of the financial reports and reducing their liability. Disadvantages The cost of outsourcing the internal audit functions might be high to make the directors not to have the internal audit functions at all. The company might use the same firm for internal and external audit services leading to inferior reports. Outsourcing leads to duplication of efforts if the same procedures are used in gathering evidence in the final audit. Outsourcing is not ideal for small businesses with few transactions. External audits may bring leads to interior reports. I.e. Influence or cause unwanted changes in the way the organization operates. Assessment of internal auditors work Before placing any reliance on the work of the internal auditor, the external auditor must assess the internal auditor and his work in the following areas: 1. Independence: The internal auditor may be an employee of the organization but may be able to organize his own activities and report his findings to high-level management i.e. directors. 2. The scope and objective of the internal audit functions This includes reviewing accounting systems and internal controls, also examining financial and operating information by management including resting of transactions and balances. 3. Due professional care to be useful to an external auditor The internal auditors work must be done in a professional manner i.e. properly planned, controlled, supervised, recorded and reviewed. 4. Technical competence Internal auditors should be members of professional bodies and follow professional ethics in performing their work. Also they should have computer knowledge in performing audit in computerized systems. 5. Reporting standards A useful internal auditor will provide a high standard of reports which are acted upon by management. 6. Resources available An internal audit department that is starved of resources will not be very useful to the external auditor. Factors that influence the external auditor in deciding on the extent to which he may rely on the work of the internal auditor The materiality of the areas or the items to be tested or the information to be obtained in the audit exercise. The level of audit risk inherent in the areas or items to be tested or in the information to be obtained. Specialized skills possessed by the internal audit staff i.e. the level of experience and qualification. Independence of the internal auditor i.e. whom they report to. The level of judgment required i.e. how the internal auditor has gathered and arranged the report and quality of working papers. How the internal auditors have acquired evidence e.g. seeking legal advice from advocates, seeking information from valuers, etc. The efficiency and strength of internal control system. Ways in which the internal audit department can assist the external auditor during his audit work The external auditor can use the internal auditors working papers to gather evidence concerning the companys operations, programs etc. Also the internal auditor can explain technical operations or controls used by the company. He can undertake verification of assets in particular mobile assets, assets held by third parties and branches or subsidiaries which the external auditor may not have a chance to physically verify during his presence. Internal auditors can prepare schedules relating to items in their accounts e.g. asset schedules, debtors schedule, creditors schedules etc which are important for comparison to be made by the external auditor. Internal auditor will pin point the weak areas in control systems which the external auditor will concentrate on.

Early childhood classroom or early learning centre education essay

Early childhood classroom or early learning centre education essay The qualities of an effective communicator in the early learning centre are establishing and maintaining meaningful and respectful relationships with Educators, families and children. As an Educator, communicating effectively demonstrates interest, trust, commitment and professionalism. Educators communicate through a variety of different ways. Communicating effectively can be through forms of writing, speech, verbal, non-verbal and body language. Communication is the key to success and importantly what brings the world together. An effective communicator is an effective listener. The quality of an effective communicator in the early learning centre provides families and parents important and relevant information and the willingness to discuss positive aspects of the child. Communicating effectively demonstrates a high level of quality and reassurance for both parents and the educator. Important information that is discussed and carried out within the early learning centre is the childs progression (daily information). This information that is relevantly discussed is the childs routine, meal times, sleep times, the childs developmental areas which are social skills, communication skills, fine and gross motor skills, emotional and cognitive skills and the childs well-being. Informative discussions that are held between educators and families are based on the childs interests and motives. This information is beneficial for the parents and demonstrates how an educator shows initiative and companionship towards children and their education that the educator brings into the childs environment. Families also are benefiting and gaining this information which allows them an understanding and good results of how their child is progressing in the centre. This includes what the child may need to focus on and the positive side of the child. As children are all individuals, educators are to include children with special needs to experience literature, language skills and all areas of development skills. Children with special needs have special aids that teach children communication skills and different ways of communication which involves mostly how to understand communication which is non-verbal. Within the daily program that is carried out in an early learning centre, educators are to also include diversity. Including language through diversity promotes children the ability to learn different languages, culture and most importantly how to speak different languages. As an Educator, communicating effectively to children develops their social, emotion al, physical and intellectual skills. While communicating to children it broadens their understanding on reading and literacy. These main two qualities of development help children to improve on their pronunciation skills and their language skills. As children are developing such an important skill in their life, they are developing self-confidence within themselves. As an educator, demonstrating effective communication skills enhances childrens awareness of how to talk, read and write. Children learn by hearing words, therefore when educators are communicating to children within the learning centre, children are capable of matching the words together and making meaning of what is being heard. As quoted, Reading aloud with children is known to be the single most important activity for building the knowledge and skills they will eventually require for learning to read. Marilyn Jager Adams. In a learning child care centre environment, communicating effectively allows children to respond in many different ways. Qualities of a child communicating are using verbal, non-verbal communication, visually communicating to sounds or objects and importantly having a trusting relationship with an educator that confines security, comfort and an understanding. Early educators communicate effectively with children by involving language into play and encouraging children to develop this skill. While allowing children to communicate through play, children develop increasing elaborative sentences based on their thoughts, ideas and creativeness. Educators encourage children to communicate through play by expanding on their sentences and encouraging them to further speak and build on their self-confidence. Educators are then able to develop the knowledge and observe the child based on the childs interests, motives, and what the childs strengths are. Through this, children grow emotionally and socially as individuals. Children explore in their leaning centre environment, they develop through pretend play, art and craft activities, shared play experiences and most importantly group time. Group time activities provide a wide range of areas where children are continually developing on their language skills. Activities that are carried out in a learning centre can range from Flash cards, reading books, singing songs, and show and tell. While children are reading books, it builds on their future academic skills and vocabulary skills. Reading develops childrens listening skills that are a most important factor of a childs life. Effective communicators teach children to develop on their language skills through singing and music. Whilst children sing songs, they develop on their memory skills and anticipate the lyrics or the next words to the song. Singing songs also demonstrates children to communicate verbally and non-verbally. Children develop with music by using hand gest ures and actions. Within the early learning centre, as an educator it is important to communicate effectively towards members of the workplace. This carries out a high quality of professionalism and positive leadership. While communicating effectively, it is the audience which include families, parents, co-workers and management to develop. Developing as a team defines a happy and safe environment for all partys within the early learning centre. Communicating effectively in the workplace develops positive feedback when communicating with families and between staff members. This forms trusting relationships also between children, their families and the relationships that are developed with workers. With an early learning centre, this provides a high quality standard for the organisation. As educators or any organisation, it is important and an exception to follow correct policy and procedure standards of communicating in a professional way. This promotes a safe environment for children, families and co -workers. As professionals, in an early learning centre workplace, educators need to be mindful of how to communicate to avoid conflict. Conflict can be avoided and mostly resolved by the way communication is involved. Techniques and ways to reduce conflict is directly confronting the person in an effective way with any issues or matters that are affecting the person.Communicating in a reasonable and conducting matter can resolve conflict and on a positive note, can reflect a friendly and professional environment for all workers. There are many forms of communication techniques that are carried out in the workplace apart from direct verbal and non verbal communication. As educators, it is important to have good effective communication skills via telephone. Educators are to always conduct themselves in a professional way that brings families together and enables good conversations with the families or any person associated within the organisation. Communication skills via telephone a re important within an early learning centre. Educators on a daily basis are communicating with families, departments of education, other centres and managers of the organisation. Techniques that are undertaken in a professional way when communicating over the telephone is listening to the person, note-taking any important and relevant information, greeting the personnel in a pleasant and warm matter, communicating clearly between each other, introducing yourself and the position you hold, and most importantly detailing any contact numbers, the name of the person, and the main subject regarding the telephone conversation. As an educator, it is then important to action the conversation by communicating this to a director or a second in charge worker. This is handing over the information correctly, clearly and in a way that is understandable for the other person. Direct communication is beneficial as it passes the information to the other person clearly and in a quick manner. This dis plays effective communication skills and good initiative. Communication is conducted on a daily basis and is the key that holds a divine workplace. Communication that is carried out in the workplace can be with people from different cultures. As Australia is an indigenous supporting country, employees of the workplace are to conduct a respectful, culturally environment. It is important as members of the workplace to respect families, childrens and workers from different backgrounds. Communicating with families, children and workers from diverse backgrounds, needs to be promoted in a professional and mindful matter. As people within the community are multicultural, this is a great way to support childrens education through different cultures and language. Educators have the ability and determination to teach children aspects of diversity, language barriers, cultural music and cultural background. It is a good way to bring various multicultural backgrounds into the early learning cent re. In conclusion, the ability and quality of an educator to demonstrate effective communication skills can manage problems, challenges, questions, and most importantly language. Educators in the early child care centre having the ability and power to express their thoughts, to be articulate and demonstrate creative ideas. These qualities encourage children to communicate effectively. As an educator, qualities of an effective communicator facilitate excellent care for the children, their education and their families. Educators communicate in ways that advance childrens education and build relationships with families and co-workers. Through positive teaching skills, children do develop effective communication skills and the power to learn how to communicate in their learning environment. Reference: Marilyn Jager Adams. America Needs Human Cloning :: Argumentative Persuasive Topics

America Needs Human Cloning      Ã‚  Ã‚   You have been told that you are unique. The belief that there is no one else like you in the whole world made you feel special and proud. This belief may not be true in the future.   The world was stunned by the news in late February 1997 that a British embryologist named Ian Wilmut and his research team had successfully cloned a lamb named Dolly from an adult sheep. Dolly was created by replacing the DNA of one sheep's egg with the DNA of another sheep's udder. While plants and lower forms of animal life have been successfully cloned for many years now, before Wilmut's announcement it had been thought by many to be unlikely that such a procedure could be performed on higher mammals. The world media was immediately filled with heated discussions about the ethical implications of cloning.    Some of the most powerful people in the world have felt compelled to act against this threat. The President swiftly imposed a ban on federal funding for human-cloning research. Bills are in the works in both houses of Congress to outlaw human cloning which it taken to be a fundamentally evil thing that must be stopped. But what is exactly bad about it? From an ethical point of view , it is difficult to see exactly what is wrong with cloning human beings. The people who are afraid of cloning tend to think that someone will break into Napoleon's Tomb, steal some DNA and make 2000 emperors. In reality, cloning would be probably used by infertile people who now use donated sperm, eggs, or embryos. Do the potential harms outweigh the potential benefits of cloning? From what we know now, they don't. Therefore, we should not rush to ban a potentially useful method of helping infertile, genetically at-risk, or single people to become parents.    We can start by asking whether human beings have a right to reproduce. I say " Yes". I have no moral right to tell other people they shouldn't be able to have children, and I don't see that the President has that right either. If humans have a right to reproduce, what right does society have to limit the means? Essentially all reproduction is done these days with medical help- at delivery, and even before. Truly natural human reproduction would make pregnancy-related death the number.

Taiwan Earthquake - The 9-21 Earthquake (September 21 1999) :: essays research papers

Taiwan Earthquake - The 9-21 Earthquake (September 21 1999) CNN: A special news report-This morning, there was an earthquake registering 7.6 on the Richter scale shaked Taiwan at 1:45am on September 21,1999. The epicenter is a mile under the ground in Nantou near Puli. There are many buildings crushed, and even a twelve floor-high rise building suddenly became a two floor- high rise building (the first to the sixth floors dipped into the underground, and the seventh to the twelfth floors went diagonally down and damaged the road.) As of press time the Disaster Management Center said 2,034 people were confirmed dead. Another 6,536 were injured and 2,308 were trapped, while 208 were still listed as missing. The number still increases, Taiwan has many earthquakes, and although most are centered under the sea and cause no damage. Some have brought disaster to the island, but this time is the biggest earthquake in Taiwanese history. Taiwanese call it the 9-21 earthquake because it happened on September 21 1999. I was at my work place, I had heard the news: there was a building crushed in Taipei because of a serious earthquake was registering 7.6 happened in Taiwan about an hour ago. I was so happy and careless because my entire family dose not live close to Taipei and I did not have any bad information about central Taiwan. During my lunch break, there was updating news from CNN station: the epicenter of this earthquake is in Nantou near Puli. My heart was stony and cold, after I knew the epicenter was in my grandmother’s hometown-Puli. Nantou County is approximately 200km south of Taipei, and it is the only place not around the ocean in Taiwan. There are only mountains around Nantou, and Puli is a small town in Nantou County. There are about two thousand people in Puli, and its wine, rice noodles, and beauty are the most famous things in Taiwan because Puli has very good and clean spring water, and the air quality is the top of the line- no pollution. Moreover Puli is a small town, and all the people in Puli are like a big family. People know everything in the town, and they knew me since I was born. It is a very different environment and experience in Puli than in America, and I love it very much. It was hard to believe that Mother Nature punished Puli and Taiwan so badly.

Six Dimensions of Health Worksheet

For each of the following six dimensions of health, list at least one characteristic, activity, belief, or attitude that reflects that dimension in your life. Provide a brief explanation with each example. Refer to Ch. 1 in the text for explanations of these dimensions. Physical health: As of right now eating healthy is part of my physical health. Since I am currently over eight months pregnant I am focusing on eating healthy and once the baby is born I will focus on exercise to better my physical health. Social health: Being open and honest with my family and friends is a way I work with my social health. This is a healthy way to keep and form relationships with them and new people I come into contact with. Intellectual health: During my scheduled class time I have made for myself I am working my brain to use my intellectual health. I sometimes have to critically think and dig deep into my thoughts to bring out information to help educate others as they do the same for me. Environmental health: Living in the state of New York recycling is the law so by doing so I am keeping my environmental health stable as well as helping the Earth to stay healthy. Emotional health: Sometimes my pregnancy hormones try to get the best of me, so I must learn to stay calm and convey them in a more appropriate way. Talking about things is a way to get things off my chest and relieve stress in a healthy way. Spiritual health: Being true to what I believe is a way I stay spiritually healthy. It allows me to stay at peace with myself throughout the day. Part 2 In approximately 125 to 200 words, describe health and wellness in your own words using the ideas and concepts for each of the six dimensions of health. Being healthy and having overall wellness is more than just a physical aspect in our lives as human beings. In order to have health and wellness is a combination of the six dimensions of health: physical, social, intellectual, environmental, emotional, and spiritual. Keeping these aspects healthy and equal can sometimes be a challenge. To me wellness is being able to keep all of these dimensions at a healthy level. They are all linked in some way. Each of us may link them differently, but to achieve good overall wellness we have to work at each dimension. Physical health is more than just eating right and exercising, but is making good choices for our body. Social health is more than just dealing with the way we communicate with others but how we deal with certain social situations. Intellectual is more than just how we think but how we act upon our thoughts. Environmental does not just affect what we do to the environment but how we can better it using our intellectual and social health. Our emotional and spiritual health affects more than just ourselves, but others also and we must work towards all of these to attain health and wellness.
